Place fillets in prepared dish. Sprinkle pepper, salt and onion into dish. Cover fish with chopped tomatoes.
Broil fish in preheated oven for 10-12 minutes, or until fish is fully cooked. This will mean that the fish will flake easily with a fork. While fish is cooking, juice limes and place scallions into the juice. Add dill and balsamic vinegar to this mixture.
Remove fish from oven when it is finished cleaning. Mix fish with grated Swiss cheese when it is out of the oven. Pour lime juice mixture over fillets and serve.
